Executive Summary

The overall goal of AHRQ career development programs is to help ensure that a diverse pool of highly trained health services and clinical researchers are available in adequate numbers and in appropriate research areas to address the mission of AHRQ. The mission is “to improve the quality, safety, efficiency, and effectiveness of health care for all Americans.

Purpose: This AHRQ Funding Opportunity Announcement (FOA), supported by funds provided to AHRQ under the American Recovery & Reinvestment Act of 2009 (“Recovery Act” or “ARRA”), Public Law 111-5, invites applications from institutions for the AHRQ Mentored Clinical Scientists Comparative Effectiveness Development Award (K12). The purpose of this program is to support the career development of health services and clinical researchers who have made a commitment to focus their research on the generation, translation, and dissemination of new scientific evidence and analytical tools in comparative effectiveness. The award will provide three years of supervised study and research for one cohort of clinical and research doctorates.

Mechanism of Support: This FOA will utilize the “Mentored Clinical Scientist Development Program Institutional (K12)” award mechanism.

Funds Available and Anticipated Number of Awards: It is anticipated that AHRQ will make 5-6 awards for a total of $15 million. Awards issued under this FOA are contingent upon the availability of funds and the submission of a sufficient number of meritorious applications. Because the nature and scope of the proposed career award program will vary from application to application, it is anticipated that the size and duration of each award will also vary. The total amount awarded and the number of awards will depend upon the number, quality, and costs of the applications received.

Budget and Project Period: The total costs for a grant awarded under this FOA will not exceed $850,000 annually. The project period may not exceed three years. Total costs awarded for the duration of the project period may not exceed $2.55 million. An application with budget that exceeds $850,000 total costs in any given year, or a project period that exceeds three years, will not be reviewed.

Research Plan Component Length: The Research Plan component may not exceed 25 pages, including tables, graphs, figures, diagrams and charts.

Eligible Institutions/Organizations: Institutions/organizations listed in Section III are eligible to apply. Applications may be accepted from a regional consortium, submitted by a lead institution. Such a consortium could provide cross-disciplinary opportunities through collaborations. All institutional members of a consortium may not be equally strong in the entire range of research areas to be offered, but the lead institution must have the requisite staff to carry out the proposed program. The importance of each member institution of the consortium to the overall program must be adequately justified.

Eligible Project Director/Principal Investigator (PD/PI): Individuals with the skills, knowledge, scientific expertise, and resources necessary to develop and implement the proposed institutional research career development program are invited to work with their institution to develop an application for support. Individuals from underrepresented racial and ethnic groups as well as individuals with disabilities are always encouraged to apply (see Section III).

Number of PDs/PIs: Only one PD/PI may be designated on the application.

Eligible Scholar Candidates: Scholar candidates selected for support as scholars in the K12 program must be U.S. citizens or non-citizen nationals, or individuals lawfully admitted for permanent residence (by July 1, 2010), who hold a clinical or health professional doctoral degree or its equivalent and can commit a minimum of 75% of full-time professional effort conducting clinical research and career development activities related to comparative effectiveness research and the mission of AHRQ. A candidate for appointment as a scholar on this award may not simultaneously submit or have an application pending for any other AHRQ or National Institutes of Health (NIH) career award, or any Public Health Service (PHS) award that duplicates any of the provisions of the K12 award.

Number of Applications: Applicants are encouraged to partner with multiple components at their degree-granting institution, and/or one of its affiliate organizations (e.g., hospitals and health plans). Applicants are also encouraged to partner with external, non-affiliated stakeholders.

Resubmission(s): Resubmission applications are not permitted in response to this FOA.

Renewals: Awards are not renewable and are not transferable from one institution to another.
